An Employment Permit is a permit issued to a non-EEA National by the Department of Enterprise, Trade and Employment to allow them to reside and work in Ireland. All non-EEA National, unless they are exempt, must hold a valid employment permit.

There are 9 types of Employment Permits, however the most common ones are critical skills and general skills employment permits. Not all jobs are eligible for employment permits, so it is important to assess each situation individually.

The General Skills Employment Permit permits the holder to be employed in the State in a broad range of occupations. Unlike Critical Skills Employment Permits where the State specifies eligible occupations, General Employment Permits assume all occupations to be eligible unless they are specified in the Ineligible List of Occupations for Employment Permits.

General Employment Permits are issued by the Department of Enterprise, Trade and Employment. Either the Employer or the Employee can apply for an Employment permit, which must be based on an offer of employment. Employment Permits are issued to the employee and include a statement of the employee’s rights and entitlements. An employee with an employment permit has all the employment rights of Irish or EEA citizens for the duration of the employment permit.

  • Family Reunification after one year
  • Stamp 4 available after 5 years
  • *Minimum of 34k a year required as gross salary (39k per annum from 2025)

Some professions have quotas for employment permits, and once that quota is fulfilled, no other employment permits will be granted until the government approves new quota. This means that once the quota is fulfilled (last employment permit approved within the quota) while other applications under analysis, these applications that are under analysis will be rejected.

*Some job categories will fall into other minimum salaries for employment permit application.

The critical skills Employment Permit is targeted at highly skilled people with the aim of encouraging them to take up permanent residence in Ireland. Occupations which are included on the Critical Skills Occupations List, such as IT professionals, engineers and nurses are catered for under this type of employment permit.

Critical Skills Employment Permits are issued by the Department of Enterprise, Trade and Employment (D.E.T.E.). The Employer or the Employee can apply for the permit which must be based on an offer of employment. The permit is granted to the Employee and includes a statement of the employee’s rights and entitlements. An Employee working on an employment permit is protected by employment legislation in exactly the same way as other employees.

  • No Labour Market Test
  • Immediate Family Reunification
  • Stamp 4 Residency available after 2 years
  • Minimum of 38k a year required as gross salary (44k from 2025)

You must have relevant qualifications, skills and experience required for the job. The requirement for a degree is waived in case of experienced professional with a minimum salary of €64k per annum.
