EUTR2 Permanent Residence Certificate for EU, EEA and Swiss Citizens
Overview
The EUTR2 Permanent Residence Certificate provides official confirmation that an eligible EU, EEA or Swiss citizen has acquired permanent residence in Ireland under EU Treaty Rights.
Most applicants qualify after living continuously in Ireland for five years while exercising EU Treaty Rights through employment, self-employment, study, involuntary unemployment or financial self-sufficiency. The applicable conditions must have been satisfied throughout the qualifying period.
Permanent residence arises from meeting the legal requirements; the certificate formally documents that status. It is not an Irish Residence Permit, visa or grant of Irish citizenship.

Eligibility
To qualify, you must demonstrate that:
- You have resided legally and continuously in Ireland for 5 years; and
- You have exercised EU Treaty Rights throughout that period (as a worker, self-employed person, student, or self-sufficient individual).
Short absences are generally accepted. Longer absences may be accepted in specific circumstances (e.g., illness, study, or work posting abroad).
Who Can Apply?
You may apply if you are an EU/EEA or Swiss citizen who has been resident in Ireland for a continuous 5-year period and, during that time, have been one or more of the following:
- A worker (employed in Ireland)
- Self-employed
- A student (with sufficient resources and private medical insurance)
- A person of independent means (financially self-sufficient)
Note: The EUTR2 is for EU nationals only. Non-EU family members of an EU citizen must apply under the EUTR3 Permanent Residence Card process.
Supporting Documentation
Applicants must provide evidence of:
- Identity (passport or national ID card)
- Residence in Ireland over the past 5 years
- Economic activity or self-sufficiency, depending on your circumstances.
Processing
Time
- Applications are processed by Immigration Service Delivery (ISD).
- Processing times vary but typically range from 6 to 12 months, depending on case complexity and ISD workload.
