
The EUTR3 Permanent Residence Card is for an eligible non-EEA family member who has lived continuously in Ireland for more than five years under EU Treaty Rights as the family member of an EU, EEA or Swiss citizen.
Applicants normally need to hold a current Residence Card and demonstrate compliance with the applicable EU Treaty Rights conditions throughout the qualifying period. A person whose retention of residence rights has been approved may also qualify.

An approved Permanent Residence Card is valid for ten years and permits the holder to work or operate a business in Ireland. It does not grant Irish citizenship.
EU, EEA and Swiss citizens seeking proof of their own permanent residence should use the separate EUTR2 Permanent Residence Certificate process.
To qualify, you must demonstrate that:
Absences from Ireland should be kept under 70 days per year, or up to 100 days in justified circumstances (such as illness, study, or temporary work abroad).
Longer absences may break the required “continuous residence” and could lead to a refusal by ISD.
